Tunisia has favorable sunlight conditions and a national grid of good quality from the Tunisian utility STEG. The Tunisian State, through the National Agency for the Control of Energy (ANME) has embarked on a program of development of the grid-connected photovoltaic market in Tunisia. The first residential grid-tie installations were performed in the first half of 2010. This program allows for the first time, industrial, residential, agricultural and tertiary customers to produce electricity for their own consumption from solar PV.

To encourage this program, the State has established a subsidy of 30% of the investment cost with a ceiling of two thousand three hundred dinars (TD 2300) per kilowatt peak and fifteen thousand dinars (15000 DT) per installation. This premium is financed by the National Fund for Energy Management (FNME). The price per kWp installed in Tunisia with high quality equipment should not exceed 6000 DT or $3750 (October 2012). Thus, the final price (after subsidy) for an installation of 2kWp is around 8400 DT or $5250.

It is important to note that in Tunisia, grid-connected PV aims to enable the customer to reduce their energy bill by the clean, green electricity of PV. It does not allow customers to sell excess electricity to the utility. Thus, it is important not to oversize the system. The Tunisian program relies somewhat on the model of North American Net Metering. It has no resemblance to the European program of Feed-In Tariffs-(FIT).

Eligibility criteria to PROSOL ELEC

The PROSOL ELEC is the state program for residential photovoltaic systems and provides the most benefit to the customer. This program is in a constant state of flux and the state continues to reduce subsidies and benefits. Now, this program is limited to 2 kWp instead of 5 kWp with the following benefits:

  1. A subsidy of 30% and an automatic state loan of 3500 DT for an installation of 1 kWp. The client must show that his annual electricity consumption exceeds 1800 kWh to be able to receive the loan.
  2. A subsidy of 30% and an automatic state loan of 6500 DT for installation of 2 kWp. In this case, the customer pays 1900 DT ($1200). The client must show that his annual electricity consumption exceeds 3600 kWh.

For customers who opt for installations beyond 2 kWp, they still benefit from the 30% investment subsidy but without the state loan. VOLTA PV offers its customers financing options from local banks.
